6月上旬，受今年第1号台风“蝴蝶”影响，南方多地出现强降雨过程。面对严峻形势，湖南、浙江等地及时做好重点时段、重点部位的风险巡查排查工作，发现灾害风险隐患立即上报。湖南省永州市、郴州市、邵阳市、怀化市和浙江省温州市5起成功避险案例，被应急管理部风险监测和火灾综合防治司作为典型案例予以肯定并通报表扬。
案例一
受台风“蝴蝶”外围云系影响，6月12日，湖南省永州市江华瑶族自治县应急管理局及时发布预警，提示要求各乡镇切实加强对突发性地质灾害的重点防范，其中大锡乡地质灾害风险较高。

巡查发现少量碎石
13日13时30分许，新安村党总支部书记熊瑞英巡查排查时，发现X004线 K19+600(码市-大锡新安村路段)存在少量碎石坠落情况，判断可能很快会出现滑坡，于是立即上报。乡政府接报后，立即与县公路建设养护中心联系，请求派出铲车清理，并立即组织人员前往碎石坠落位置进行紧急交通管制，提醒过往车辆及群众绕行。

15时35分许，山体发生大面积滑坡，长约50米，滑坡量约150 立方米。16时40分许，铲车清理出单行道，暂时恢复交通出行，由于提前预判、果断处置，无人员伤亡。
案例二
受今年第1号台风“蝴蝶”外围云系影响，湖南湘中以南多阵性降水，郴州局地有大到暴雨，致灾性强。6月12日9时，湖南省郴州市北湖区保和瑶族乡顶上村村干部何绿柳入户排查巡查隐患时，发现一处房屋结构老化，加上近期持续强降雨导致地基松软，情况危急，立即对该户两位老人进行转移安置。15时30分许，该处老旧房屋发生倒塌。险情发生后，乡党委、政府迅速组织应急队伍赶赴现场，设置警戒线并排查周边房屋安全状况。因前期排查到位、转移及时，无人员伤亡。

案例三
6月10日，湖南省邵阳市隆回县司门前镇双赢村普降暴雨，双赢村土质结构疏松，且多为山区，极易发生山体滑坡。10时50分许，村党总支部书记欧阳国生在巡查排查中，发现双赢村六组竹山垅上段山体松动，并有较多裂缝，随时可能出现山体滑坡，立即报告司门前镇应急指挥部。

10时55分，镇党委书记等工作人员前往该处进行应急处置，立即转移位于山体下方的1户2人至安全区域，并设置警戒线，严禁人员及车辆通行。12时许，山体发生滑坡。由于巡查排查到位、人员转移及时，无人员伤亡。

案例四
6月7日20时至8日8时，湖南省怀化市溆浦县出现暴雨和强对流天气，全县25个乡镇均出现强降雨。6月8日凌晨，溆浦县黄茅园镇遭遇强降雨袭击，降雨量在短时间内迅速超过160毫米，达到暴雨红色警报等级。

3时10分，黄茅园镇合田村驻村干部姜书良与村党总支部书记刘芳群巡查到村八组易某球和姜某良家时，发现两户人家屋后山坡有碎石陆续滑落，极易发生滑坡风险，于是决定立即将受威胁群众2户3人进行转移安置。3时50分，两户人家屋后山体发生滑坡。由于巡查到位、转移及时，无人员伤亡。
案例五
6月12日晚22时，浙江温州文成县气象台发布暴雨红色预警信号，珊溪镇立即开展行动，召集防汛指挥部成员开展联合值班值守。13日0时41分，南阳村网格员刘金娟发现珊溪坑河道水位上涨迅猛，即将达到临界水位，第一时间将情况上报镇指挥部。经研判会商，指挥部决定即刻转移南阳村风险区人员。常务副指挥章碎孟随即带领应消站副站长张成伟、社区书记罗天宇、驻村干部夏肇雄，以及珊溪镇综合应急救援队成员开展人员转移工作。到达现场后，由于向外转移道路水流开始积水，向下游避灾安置点转移风险较大，章碎孟立即决定将该风险区内人员向上游的临近村转移。

人员转移后水位蔓延至房屋门前道路
在村书记、主任陈碎英和网格员刘金娟的协助下，经过1个多小时奋战，成功敲门叫醒该小流域山洪风险点常住的9户人家，并安排车辆将人员转移至上游五新村的避灾安置点。在完成转移后，13日2时许，该处风险点的水流开始上涨至房屋门前道路，难以通行。由于转移及时，无人员伤亡。
